I would say the Greek city states because of what they achieved intellectually and culturally in such a short time. Sure, they learned some from Egypt and Sumer, but they took it to the next level and created western civilization.
Next would be Britain because they controlled almost the entire world. Not only that but they discovered and then created America. (I put Britain ahead of Rome because Rome was essentially just an extension of Greece).
In the past 300 or so years, I would say America.

I would say having the moral high ground is imperative to be a great country... it's more noble not to be a bully, and America due to its economic size, struggles with that

Yes for the most part although Singapore IMO gives us a run for our money. I'm slightly biased FWIW
