I think he is more concerned with not having sexual predators and criminals with warrants at the shelters, as opposed to arresting them at this time. I agree with this.

However they are not going to turn anyone away without an ID. They are just not going to bring their ID with them if they want to go to a shelter

Well I was discussing all reasons for a warrant. Of course, I have less pity for a violent criminal than relatively minor misdemeanor criminals by comparison. But I would think that people with warrants for felonies, especially violent crimes (like rape), aren't as likely to be out and about. And if so; then it would be probably be a good idea to catch them whenever possible, rather than issuing a warning for a means to catching them.
