Read it again, all it says is they will discuss it as part of the negotiations. It doesn't say they agreed to pay for the wall, only that it can be discussed.

No that pretty much sums it up.

This is a non story IMHO. Of course mexico will discuss the payment of the wall when they negotiate wtih trump, trump demands it.
It doesn't mean they are paying for the wall, only that it will be discussed.
