If the whistleblower was an objective person of integrity with no partisan leanings or political connections to vestiges of the Obama administration, don't you think he would have been identified by now by the angry mob of house democrats? This. As well as at least a dozen of the other intel agencies bogging down this country.
Turn all intel operations over to the G2 sections of the individual military branches where they belong. Establish a separate DoD service headquartered at the Pentagon to compile, collate and disseminate the aggregate intel gathered. As unwieldy as that may sound, it'd still be far more streamlined and efficient than what we have now.
