I'm confused. What exactly is the presidential pardon intended for if not to usurp the legislative and judicial branch in all cases? I don't understand the "outrage" other than it plays to media outrage.

The failure of Obama is that he didn't pardon more non-violent drug offenders. I wanted him to deliver the most pardons of any President by far in history to correct this shite.

Yeah but you take a huge risk doing that. All it takes is ONE pardoned person to commit a horrific crime and it would "tarnish" your legacy.
