Why would you pay to shelter and feed someone by putting them in your own jails

how does this work? I assume they're not planning on controlling access into the state. so just the threat of slipping up and getting a ticket that turns into a felony?

Good for the Okies. I've been waiting for some common sense Americans to finally put their foot down and stand up to this madness. Wonder how long it takes for the Federal Government to sue them.
