If homeowners was a "right" like health insurance is a "right" now; you'd have to have flood coverage whether you lived in a flood zone or not, earthquake coverage whether or not you were in an earthquake area, and volcano insurance whether or not you lived near a volcano.
You would have to pay for all the "extras" and then you'd have to help pay for coverage on the three or four people on the block who couldn't afford coverage, or for who just didn't elect to purchase homeowners insurance and will wait til a fire burns down their house before they decide to get coverage.
That's the system we have now for health insurance and that's why rates are rising faster and faster and deductibles are going higher and higher.

A mandate is a bad idea.
Having said that, a mandate of insurance is very different than a mandate of comprehensive care whose price point is significantly inflated so that those who can't afford the mandated insurance can be subsidized along with the tremendous cost burden of insuring all pre-existing conditions.

Places like N.H. probably don't have as high a percentage of free loaders, so this could be a big issue in a close race there.
