I think that the fact that HW Bush has a higher approval level than Reagan should temper any conclusions drawn from this sort of information.

Approval rating is not a good indicator of how good the president was. Its an indicator of how strong the economy was and how charming/likable the president was. That chart is proof of that.

HW was more popular than Reagan--and lost re-election. Johnson was more popular than Reagan and bowed out rather than face the prospect of defeat--possibly even in the primary--in 68. Nixon isn't at the bottom yet couldn't even finish his second term--etc.

The average is over the full term(s) of each President.

Reagan's first term went through one of the worst recessions since WWII at that time.

It was induced by Fed Chairman Volker's raising rates to record highs in order to kill the inflationary spiral which began under Carter. Real unemployment went to over 10% for a while.

Reagan actually became more popular after his time in office as people realized it was his tax cut policies that gave us several decades of economic growth and his tough stance on the Soviet Union is what broke the "Evil Empire" apart.

President George H.W. Bush enjoyed the results of the "Reagan Revolution" more than Reagan did.

And GHW Bush would have won re-election if not for his infamous "read my lips, no new taxes" pledge and then he raised taxes.

That's why Ross Perot got 19% of the popular vote, most of which he took from Bush, and allowed Slick Willie Clinton to be President with only 43% of the popular vote.

....I really don't think this is accurate. There is NO WAY that piece of filth had an approval rating above 20%.
