The market does a good job of pricing labor. It doesn’t take a lot of skill to bus a table, or scrub a toilet. That’s why these jobs don’t pay well.

If individuals want better pay, they need to move up the ladder into management, or develop skills that actually command a salary.

Moving up is a great option though, if they have the wherewithal. You don’t need a college degree to move into hospitality management positions. And you can jump from a line level position to a leadership job in your first year.
