that said gusman's been there a long time and nobody in the city really understands what the responsibility of the sheriff is.

I really feel bad for saying this, but the best thing that could’ve happened to New Orleans was for Ida to have directly hit it and caused Katrina 2.0. Teedy is incompetent and that would’ve showed in a catastrophic emergency. Katrina exposed the incompetence of Nagin. And I don’t care what you say, first term Mitch was a fantastic mayor and the city was a cool place to be around 08-10. Federal money was being spent to clean up the city, the cops were still allowed to keep the riff raft out of the quarter.
