My proposal for changes from current US law for when Texas secedes

Yes, I know secession is not happening, would be only under catastrophic circumstances, etc etc. I don't want it. Consider this an exercise in creating a new country.
But if it did happen, I'd propose basically copy/paste from federal law to Texas law, breaking Texas into about 12 states as a federal system. However, it would be with some changes:
- Official state religion of Christianity, however religious freedom for other religions would continue. Federal funding for construction and maintenance of places of worship would be permitted, provided the denomination professed belief in the Trinity as the only dividing metric.
- Recognition of English as official language of business and government, and the primary language for public instruction. Spanish recognized as an official secondary language, with state sponsored educational programs to encourage a fully bilingual populace.
- A complete border wall/fence with the United States and Mexico with locally issued permanent 'day passes' and preferential customs fast tracking for Mexican and United States citizens along the border to prevent disruptions to trade, similar to the US/Mexico system in the 1970s. A revamp and simplification of the visa system.
- Permanent limits on the number of resident aliens and foreign born immigration tied to population percentage. Roughly 5% of the population.
- Constitutional requirement for a balanced budget at no more than 3% deficit, with exception in time of active war, officially declared. Also, for every percentage of deficit, the congressional and presidential salaries would decrease by 5 fold. So if the congress passed a budget with 3% deficit, their salary for the period would decrease by 15%.
- Term limits and living wages for all elected representatives.
- A constitutional minimum of 5% of the federal budget would be devoted to infrastructure construction and maintenance.
- Addendum to the first amendment to remove protection from communist or socialist speech.
- Expedited eminent domain when devoted to transportation or utilities infrastructure. Expanded scope of what constitutes a 'taking'.
- Elimination of mandatory minimum sentencing.
- Elimination of the income and sales tax. Only taxes allowed by constitution would be excise, tariffs, and property taxes.
- An active 2 year national draft. Medical exemption requires either proof of mental handicap, or, in the case of physical not including degenerative conditions, a 3 year alternative service path. Only those with 18 months or more of armed service would be eligible for any elected office with military oversight.
- Reformation of the FDA drug approval process.
- Reinstatement of the Glass-Steagall act.
- Reformation of healthcare laws removing completely the system of healthcare insurance. Pricing and survivability rates for all procedures and services at healthcare facilities would be required to be publicly available and accessible to the general public on a state sponsored marketplace website. Medical school would be completed as a 5 year undergraduate course similar to the European system.
- De-nationalization of postal and rail passenger systems.
- Stronger anti-trust laws regarding media company ownership.
- felony corruption convictions by elected officials designated as capital crimes.
- Decreased domestic capital and ownership requirements for foreign investment in domestic companies.
- Police officers must be natural born citizens.
- Reduction of the minimum wage to $5.

Didn't say it would be a libertarian paradise. However there are state religions in many of the 'free-er' countries of the world.
