Yes,unfortunately the local government has a budget and it's residents preference for chrome rims and weaves rather than paying bills forced it into a bad position where either choice was wrong.
They should have just cut off the water to those too sorry to pay their share and let the rest continue to enjoy clean safe water but alas, we can not hold the deadbeats accountable for their actions.
Either way the local government gets vilified and those responsible for creating the situation in the first place whip out the victim card, if they cut them off at least no lead poisoning and the people that matter have clean safe water.
