No there is a very clear argument that the 14th amendment only applies to those under the political jurisdiction of the United States, not territorial jurisdiction. If, as the left wants us to believe now, that the 14th amendment includes territorial jurisdiction, then John McCain and others born in foreign soil would not be natural born US citizens.

SCOTUS has never ruled on what subject to the jurisdiction means as used in the 14th (even though there is legislative history from the author that clearly indicates it applies only to political jurisdiction, not territorial.)
