Well maybe. But I think what happened is once Trump brought these people onto his campaign, Obama ordered NSA/CIA to "investigate" them.
Keep in mind that everything NSA (and GCHQ) collects is saved and stored on server farms in Utah. All these NSA analysts had to do was go to their computer terminals and run an "intellipedia" search (yes, they call it that) and dig up old conversations these people had with whomever. So, at that point they can say "A-ha, Manafort was in Ukraine last year."
Ed Snowden talked about this a lot. He mentioned how what worried him the most was that NSA could "go back in time" on anyone and dig up dirt. Everything they collect is stored. Humans don't have time to look or listen to it all -- they need to know what to be looking for.

This is a classic misdirection play by the IC. No one expected Trump to win. No one. So when the results came in, they had to find a boogeyman,. They were afraid Trump might stumble across their intel, so they had to have a reason that the Brits were supplying intel on Trump, because it would have been illegal for the IC to initiate that
So they backtracked on anyone that so much as attended a function with Russia, and claimed that they were just collecting 'incidental' data, because of their Russian ties. That's why Rice was unmasking like a mofo after Nov., so she could try to connect dots and point blame to associates. And that's why every Obama official that anyone would bother to quote, claimed not so much as a spark of Russian collusion
They didnt want to piss off Trump, and go to jail. But Trump was pissed
. . . . and then he tweeted
1) Trump 'incidental' intel started as soon as he became the clear front runner in late 2015
2) The named Trump associates were not even members of the Trump team during that span
3) Rice greatly increased her interest AFTER the election results
4) Brits vehemently denied they were involved, yet we now know they started the whole affair. Plus the Judge got his job back at FoxNews, while sticking to his story
5) And Comey and Clapper have now lied under oath about collecting intel against American citizens. They just use foreign IC to funnel info to them on Americans

When you hire someone to do a job and they do it that is tied to you or anybody else who ever makes a successful hire.
If the person is doing something on the side you have no reasonable way of knowing about that is not tied to you.
