This is strange, because I heard a radio report this afternoon that Queen Mary had 59 votes lined up, one vote short of being veto proof.

How did it go from that to being one vote short of even passing?

So all of the Democrat leadership in the Senate voted against Mary. Quite the demonstration of the influence she wields among her peers. They don't even care to try and help her retain her seat knowing that they can count on Obama to veto the bill anyway.
