How do you think insurance works? Commercial general liability insurance might protect MGM from the lawsuits bought by third-parties. I say might because those policies typically exclude acts of terrorism. Either way, even if it applied, it's only going to stop the direct losses to the victims who sue.

In no circumstance do you just come away with a huge insurance pay out and wind up better off (or equal to) after something like this. There's no common form of insurance that protects against significant declines in your company's stock price.

Essentially there's no reason ever want to stage the terrorist attack at your own casino/hotel.
