So I'm confused, is he in? I see CSPAN with a 50 to 48 with one republican voting "Present" and one not voting. How can you not vote?
Sen. Daines (R-MT) was missing b/c he's at his daughter's wedding
so to not impact the voting... Sen Murkowski (R-AK) withdrew her 'NO' vote in a way to reflect what would've been an "AYE" vote from Daines
ETA: that's your 2 missing votes

Went to CNN for quick look and they're referring to Trump as a former liberal, is that something new?

Sen McCaskill (R-MO) withdrew her 'NO' vote in a way to reflect what would've been an "AYE" vote from Daines
1. It was Murkowski (R-AK) - McCaskill is a D, baw.
2. It's called vote pairing and it used at times like this to avoid a Senator with a previously declared vote from missing a medical procedure, family event, etc., having to travel for an important vote or miss an important/significant event.
She registered her "Nay" and then withdrew it as a present for the final vote.
