so to not impact the voting... Sen Murkowski (R-AK) withdrew her 'NO' vote in a way to reflect what would've been an "AYE" vote from Daines

1. It was Murkowski (R-AK) - McCaskill is a D, baw.

2. It's called vote pairing and it used at times like this to avoid a Senator with a previously declared vote from missing a medical procedure, family event, etc., having to travel for an important vote or miss an important/significant event.

She registered her "Nay" and then withdrew it as a present for the final vote.
