Is There A Procedural Mechanism To Remove Boehner...

from his position as Speaker of the House?

It is obvious that he has no clue what he is doing from a negotiation standpoint relative to the fiscal cliff issue.

If he can be removed, who would be the best person to replace him?

Well considering he will almost assuredly be reelected to another term as Speaker, this is not going to happen.

He is not elected as Speaker of the House

The party with a majority, elects that position though their caucus so all they have to do is elect someone else to that position

There is a major undercurrent taking place within the HoR to replace him. This from those in the know. Not saying its going to happen, but forces are forming.

Boehner is not the problem. He may not be the solution, but compared to Hastert (or Cantor or Ryan or Bachman), he's infinitely better in that position.
