The US was unhappy with the election of the Maliki government which was heavily influenced by Shiite Muslims (Persian Muslims) who were oppressed under Saddam. So nurturing a Sunni group like the ISIS/ISIL in Northern Iraq and Syria is a means to counter Iranian influence. Not that simple.

1- As shown in videos and speeches, Bush wanted to leave troops there. That would have kept ISIS under control

2- Obama was briefed after the election. He had all intel.

3- From the point he was sworn in, he owns every step taken in Iraq. He had the same intel as Bush who wanted to leave troops. Obama's own military leaders wanted to leave troops there. Obama made the decision to not leave them.

4- It was this admin that sought to destabilize all of the ME. It was a major help to ISIS/ISIL.
