Not like they're abiding by it, anyway.

Hmmm... sounds like someone is itching to fire off a nuke they've developed on the sly. They're looking for any reason to replace isis.

I actually dispute most of the reporting that Iran is a major player in the Yemen struggle. Yes, the Houthis did revere and emulate the Iranian revolutionary tactics, but of all the possible places where an organic insurgency might arise, Yemen is the most vulnerable. There are tons of guns, extreme poverty, and plenty of disgruntled soldiers and police sitting around hating on the government. Iran has no doubt offered support, but I don't think that support was the deal breaker. At this point, the insurgency is backed by both Sunnis and Zaidis, it's got a tone of natural momentum, and the Houthis were always inclusive in that way.

Bottom line to me is that the Houthis have proven to be very dynamic, with extremely limited resources, in the past. They don't need Irans help to kick the shite out of Hadi and his Saudi overlords.

Just my take.

Having grown up in the 80s and making deals with Iran blows my mind still.
