Sounds exactly like the CIA. That is weird.

This means that Russia would be closely allied with SK and in the end we don't want our allies being hammered by a loose cannon. So we try and handle these situations as diplomatically as possible and in the end weighing the pros and cons as to whether we need to take action for the overall safety of our allies.
