No. It smells funny. If it's part of a larger issues that rises to an impeachable offense, sure.
By itself, it doesn't appear to me as a layperson to be an offense warranting impeachment.

Wouldn't bother me in the least. Russia didn't hack the election, Trump didn't steal it, and I don't want to go to war with any country, so I'm glad to be friends with Russia.
