I have big problems with the way Tennessee is choosing to fund "free" college

The state of Tennessee, with its "conservative" governor a few months ago embarked on an ambitious plan to make community college free for anyone who gets in.

Setting aside the fact that this is a solution in search of a problem (I have never known a single person who didn't attend CC because of cost), the program is being funded by lottery revenue.

Here is the problem.

1) Even though they are community colleges, they are still being attended by students who are generally from middle or upper middle class families who tend to not have money worries. Low income and broken family kids out of high school generally don't even shoot for attending CC, for cultural and academic issues.

2) Lottery tickets are disproportionally bought by poor people .

So, Tennessee has invented a problem (that CC is experiencing a cost crisis), and has chosen to solve this invented problem by having poor, dumb, helpless people pay money so that johnny, who screwed up in high school, can still please his middle or upper middle parents by attending community college.

This is a terrible logic. Anyone can by a lottery ticket and anyone can go to community college. Fair is fair.

Lotteries are immoral and shameful. Tax on the poor and stupid.


If gambling is illegal in Tennessee, the lottery should be too.

In theory, but not in practice.

Our higher education system is disproprtionally attended by kids from financially stable households.

Our lottery system is propped up by poor people.

My son is using it. What would you like to know about it? I think its a great program. He gets a free AD and then can transfer to pretty much any 4 year college in the state to finish.

Its saving us a fortune over wasting a ton of money for him to screw around his first 2 years of a regular college (like I did and everyone I know did) and there's no stigma transferring to pretty much any college in the state since they all work with this program.

Why are you hating on it? Its only like a $3,000/semester grant.

Its nice when welfare queens admit who they are.

You are saying you were too lazy to raise a kid who values education and would frick around for 2 years.

Now you want the tax payers to fund up your limited offspring.

Because it is not based solely on choice.

TN bans all other forms of gambling.

Because the state prevents any sort of competition, the revenue generated by the lottery program is not a genuine market outcome. In a free market, this revenue, at the very least, would be split among competing firms. State revenue generated through monopoly gains is every bit as coercive and invasive in a market economy as revenue generated through taxation, even if it is less obvious.

I'm assuming TN already has a lottery? If so, the tickets are already being bought and will continue to be bought no matter where the money generated is used. Denying the funding for community colleges won't prevent ticket buyers from making bad decisions.

That leaves just one question: Where are the lottery profits being used at the present time, and would funding community college be a better use of the money?

It's still a choice for the poor to choose to participate in the lottery. Your entire premise is that it is somehow unfair those dollars come from poor hands instead of middle class ones because the poor don't know any better. I'd almost say that sounds suspiciously like the subtle elitism of modern liberalism.

And I hate to break it to you, but poors (and non-poors) are also engaging in non state-sanctioned gambling.
