I'm going to guess because they think it means if America is first then other countries come after including countries like Mexico so therefore America is being racist towards non-White countries.

Because we're still a majority white nation. Anything that redounds to the benefit of whites or anything comprised mostly of whites is racist. This only applies to whites.
