Here is why Trump can make unsubstantiated claims

he is a psychopath who understands how difficult it is to clarify once a lie has been picked up by his fans.

Trump is now taking advantage of how easy it is to make up a lie that is difficult to verify.

He is making J Edgar Hoover look like a piker. Joe McCarthy's aide Roy Cohen was Trump's mentor. Trump has learned well.
He was pissed at Sessions recusing himself, because Trump is counting on being able to control the police state and avoid countering by the public.

No, he just plays the democrats game better than they play it.

It's probably not good for our government to have two warring factions playing mind games with the public, but I'd rather he fight and win than the alternative which is play nice and lose like every other Republican.

Celtic, I would not bet too heavily on Trump's claims being unsubstantiated. As I mentioned in a previous post, don't bet against Donald Trump or Nick Saban.
