I think the Dem plan is to keep this at a simmer and then raise it up to a boil when they need it - they think Trump is his own worst enemy, and for about half his young presidency, they've been right. They may be underestimating his ability to grow as he gets more and more of his people in place and learns about the pitfalls of the job.

But the problem is that Trump has to keep these growing pains to an absolute minimum as there are sharks in the water surrounding him in the media, GOPe, Democrats, IC and whatnot. All of those working in unison is a very powerful enemy and Trump needs to be more careful and more disciplined.

I don't think Dems actually wanted a special prosecutor. It puts at least a temporary stop to all the baseless accusations they're making. And who knows what exactly Mueller will end up investigating. Special prosecutors often go way off of the primary topic, and people on the Dem side may end up with charges.
