It's real simple actually. At this stage of the game, when investigators don't have much in the way of evidence of charging you with a major crime, they start looking for opportunities to nail you with other crimes. What you don't want to happen is that in the course of giving testimony, you say something that gets you charged with a process crime. Flynn knows they are gunning for him. They want a scalp because it will be used to validate this entire ordeal. So with that in mind, you don't testify to anything without an immunity deal in place.
