They probably aren't. Maybe the price of alcohol has increased. Maybe they are buying better alcohol. Maybe 2013 was an unusual year where the government bought a lot of alcohol which will be used up over multiple years. Maybe the comparison to 2005 was deliberately chosen because that year had an unusually low amount of alcohol purchases.

Honestly, this doesn't piss me off this much. It was much lower than I expected. My company pays that at least a week for booze bills. I feared that it would easily be in the 8 digit range, not barely into 7 figures. Free booze is sometimes needed, for things like correspondents dinners, dinner with diplomats and foreigners, inaugurations, etc. I'm pleasantly surprised on how low it actually is.

Yep. As I said earlier, extravagances are needed from time to time when you're in government in order to make sure others are appeased. We couldn't look like a bunch of cheap mother frickers. Hell, I'd bet serious cash that North Korea has a higher booze budget than we do.

This is not that much in the grand scheme of government waste, but some of the ambassadors who pay for their positions in terms of campaign donations anyway could be forced to fit the bill.
