While I do believe that this entire regime, especially the DOJ and FBI, are corrupt to the core, deadly force is ALWAYS authorized for any law enforcement depending on the situation. A memo or order isn't necessary. It's just a given.

If it's authorized, then it's definitely condoned. If it's condoned, then it's not a far stretch to say they wanted to use deadly force.

Yes, but to address the issue ahead of time when you're seeking to raid the home of a President in a frame job operation... that's setting the expectation among the responding agents.
