Do they get off the bus in their costumes,or carry that stuff in back packs and put it on later?
Maybe the guy just recognized some faces later,and remembered them getting off the same bus.
Of course some people showed up on their own too,and would have no idea that they were part of a staged event. And that's how things get out of hand.

Some of this should be able to be verified with traffic and area cameras as I'm sure there are many. I wonder how one can obtain those recordings if they have not been recorded over.
