Is there any legal remedy for this type of malfesents?
Can a citizens group sue the government for misappropriations of funds?
Or have people come so numb to this type of corruption, that we just shrug our shoulders and say, "that is just way it is".

That's why military spending is distributed across every single state in the union. We spend far too much on defense. But, try to cut it in any meaningful way, it's going to piss off a lot of people somewhere.
