their administrative skills throughout history have not been impressive---JBE is no exception--he is going to take more than a year to replace a small bridge on a highly traveled state road in the parish that flooded out in August. Whatever the bureaucratic reason for that is I don't know. I do know the bridge being out is going to result in a lot of road work on roads that now have lots of traffic that were not designed for the traffic. He can't stay in a budget.
Hanging over all of this is the FBI investigation of Daniel's office.
