"The telephone call, confirmed by three people, is believed to be the first between a US president or president-elect and a leader of Taiwan since diplomatic relations between the two were cut in 1979.
Although it is not clear if the Trump transition team intended the conversation to signal a broader change in US policy towards Taiwan, the call is likely to infuriate Beijing which regards the island as a renegade province. "

Ties are not cut. They are just unofficial.
We have a VERY delicate relationship with Taiwan as far as china is concerned. We don't TECHNICALLY recognize them as a separate nation from China, and we don't support Taiwan declaring independence either (they have never done so, and still claim to be "Nationalist China").
In exchange, China doesn't invade, or treat Taiwan as a hostile nation.
Both the ChiComs and the Taiwanese government officially claim to be the legitimate government of China, and neither recognizes the other one as a nation. Both consider the other as a rebel government, so to speak. Thus, Taiwan has no UN seat, since there is only one seat for China and both countries claim to be "China". The Chinese let the Taiwanese be in exchange for them not declaring independence, basically.

One of his negotiating tactics Trump described in his book to start the negotiation session was to walk into the room where the negotiations were to take place, walk up to the other side's lead negotiator, poke his index finger into the other guy's chest and then say, "frick you!" Then go sit down for the talks to begin.
