What are the differences in power and what they can do?
Why are there two separate committees investigating the same thing?

Civics 101. Jesus.
Special counsel is under the executive branch. POTUS can ultimately have him fired if he really wants to (via acting AG). SC has ability to file charges (though maybe not against POTUS).
SIC can subpoena just like the counsel. However POTUS cannot fire the senate. Senate cannot file any charges.

Sorry for my ignorance. I am referring to the Special Council that is investigating the Russian interference and apparently now Trump's possible obstruction of justice. What powers does it have or what differences exist between it and the SIC investigating the same thing?
If both reach the same conclusions of impropriety, what are the differences in "punishment"?
Again, sorry for my ignorance. Just trying to learn about these things.

SC can bring charges. SIC is strictly political.

Sounds like the SIC is just a dog and pony show and a waste of time. If the SIC reaches a conclusion of impropriety, does it issue just a reprimand?

And I hope he recommends something based on his interpretation of what "hope" really means. Then watch the meltdown when it is ignored for being a sham.

In the 7th grade, civics was very boring. I had zero interest. I only cared about girls and sports back then.
