NO! That's totally false. A convention of states is a convention called by the state legislatures for the purpose of proposing amendments to the Constitution. They are given power to do this under Article V of the Constitution. It is not a constitutional convention. It cannot throw out the Constitution because its authority is derived from the Constitution.

Naturally, we've played this game on this board before (maybe before your time). But I must ask again, why does anyone believe a convention of the states is the answer to anything.
I challenge you to find me an issue that 38 state legislatures will ratify...any issue. I'll remind you that the constitution has been amended a grand total of 17 times since 1791. Issues covered were burning issues of the time, and the most precipitous were ratified without the participation of much of the country (13, 14, 15). One (18) was repealed by another (21). We essentially have 12 effective amendments since the bill of rights (1791) which have stood the test of time.
ETA: Oh, by the way...It has NEVER been amended by a convention of states. I always forget that little tidbit.

A convention could say the first amendment it is proposing is to discard the current constitution and replace it with the following constitution.
If 38 states ratify it that way, it's done.

It's the same. With this process, the states are getting to vote, directly, then the ratification process will begin (if anything passes) - effectively bypassing Congress.

My guess would be that they fear a balanced budget amendment would forever weaken the US, and cause extreme hardship to many that rely on the government programs that would be cut as a result. The devil is in the details of course, and since we don't know them yet, that's just a guess.

With all of the bloat in government programs, it would be nice to see them get cut.

There is a Pdf file in that link that I clicked on that downloaded John Birch Society literature and listed the states- they are opposed to the convention since they fear a runaway convention.
Anyway I'm probably now on a watch list.
