Surely, the legal verbiage is not "mom is custodial parent" etc.
I would suspect it would be more like "Susan Q. Public shall be the custodial parent". Am I wrong?
If correct, it becomes simple: "John Q. Public is custodial parent. John Doe shall pay ____ in child support"
The point he's saying (at least, I think) is the way the laws are currently set up/how judges rule always heavily favor the maternal parents in terms of custody, child support, alimony after divorces, etc...
Since the current default is currently the mom, what will the default be for these new situations? What criteria will be used to determine who the best parent is, how assets will be split, child support percentages, etc...
