The whole "civilian national security force" comes down to this idea in a large part propagated by the military that other US agencies were not pulling their weight in Afghanistan and Iraq, and that the failure of the US military to conduct civil affairs operations was partly a result this.

It is a crappy argument that absolves the military of what it was capable of doing in previous wars and not realizing that the instability was mostly the result of failed political strategies not being without massive amounts of American bureaucrats teaching the ignorant natives how to better live their lives.
