3. Failed to gather enough intel to forestall the 9/11 attacks; and on and on and on.
Getting rid of it is probably impossible at this point.

I wouldn't be opposed to curtailing all the TLA agencies, but the big worry to me is the NSA. The CIA is prohibited from operating domestically, the NSA basically has no rules or oversight.
if you think the dump on the CIA is bad, I can't even begin to imagine what the NSA is capable of.

Which is what the NSA is trying to do right now. In an odd way, the NSA isn't even being very covert about it either. Wouldn't be surprised if the Wikileaks were sourced from the NSA.
