California voting question

I have seen numbers saying there were more people that voted in California than that are registered to vote. Is that across the whole state or just in individual counties or precincts. How do these counties have to balance this out when they certify the votes or do they have to?

in the 2020 Presidential election 17 million voted in California out of 22 million registered voters.

Every voting 'overage' I've ever seen in the last 20 years has been precincts, not states. It is always a Dem precinct but in a state that is swing (thus the motive for cheating).
The most frequent cheating is traditionally precincts in Philadelphia because Pa. is usually not a lock like NY and Cal.

Why should there be a forensic audit in a State where Trump lost by 5 million votes? How about a forensic audit in Florida where Biden only lost by 400,000 votes.
