That is 9000 DRILLING PERMITS. Not leases. Once a leaseholder, operator, or designated agent identifies an oil and gas deposit on a Federal lease, they can file an application for permit to drill....

That is incorrect. Pfizer and Moderna both stated a 94% efficacy-- meaning 6 in 100 (6%) of vaccinated would have a breakthrough case.

You ignore the correlation between States' vaccination rates; current hospitalizations and deaths numbers and vaccinated vs unvaccinated.
