beheading someone gets a lot of global reaction as opposed to simply shooting someone 2 or 3 times in the chest to kill. The devastating psychological impact on viewers results in an overreaction of racial/ethnic/religious hatred.

And? Calling themselves the state, literally means nothing.
They have no borders or government recognized by anyone but themselves.
They are not a real Geo-political entity. It's not really up for debate.
