As established,
1- the WH is not an investigative arm.
2- Listening is not the issue.
3- Unmasking goes beyond listening to "Wire tapping"
4- Unmasking by the WH is illegal UNLESS the intercept is of national security. All reports state very clearly that these had no foreign intel value and they were not about Russia or a connection.
5- Leaking is another issue that is as equally illegal as improper unmasking.
To to dumb it down for you:
1- Listen in =legal
2- Wh Unmasking =illegal
3- Leaking = illegal.
Straight forward enough for you?
