An EO has no impact on Congressional proposals of regulation.

It's my understanding that all agencies are given a lot of leeway by congress to interpret the practical application of legislation.

For example, declaring CO2 a pollutant by the EPA allows the EPA to regulate CO2. That declaration did not come from congress however the authority to regulate pollutants did come from congress.

seems like a good idea on paper, but will be quite hard and unrealistic to actually achieve

False. regulations are created and enforced by the executive branch in accordance with authorities vested in them by Congress through house legislation.

an EO dictating executive branch policies /regulations is completely feasible and Its what I said trump should focus on from the beginning.

congress gave the potus too much power, now they can suck a dick.

If im not mistaken, a lot of regulation has no edict from Congress. They are enacted through agency decisions.
