Bannon was in need of changing the opinion of his critics of him which this story has obviously achieved. He knew this was "on the record" and what better way to achieve maximum sencerity by claiming he wasn't aware this was an official interview. He knew exactly what he was doing.
The bigger question is why would he do this and seem to contradict Trump in some ways. Hell I could be completely wrong about everything and that story broke as a way to portray Bannon as the "leaker". Who the frick knows anymore what's going on.

It appears to me this is some trumped up narrative by those opposed to Trump politically to tie all these adverse sentiments together to call Trump racist. And the meme works to keep those opposed to Trump in opposition on a false narrative.
