Ax-wielding man wreaks havoc on George Floyd memorial in Minneapolis

The incident – which happened around 2 a.m. Sunday at the site where Floyd died last May – has yet to be reported to police, according to the Minneapolis Star Tribune.
Surveillance footage first shows a truck pulling up to the site and a man emerging from its driver’s side door, walking directly toward the memorial display.
With the vehicle left running in the middle of the street, the man then topples over displays and rips off signs adorning the square.
He then returns to his truck, grabs an ax from its rear and starts hacking at a shed in the square.

Hope he's prosecuted.
As much as I think it's absurd to memorialize someone of Floyd's character and actions, I don't think memorials should be destroyed, but removed according to the law and proper authorities.

What if the memorials were not put up legally? Governments take months-years to permit and allow most construction. Was the Floyd memorial properly permitted?
