I can only imagine this is happening around the U.S.

LINK
quote:

Substitute teachers in East Baton Rouge Parish public schools can’t work more than 29 hours a week these days as part of an effort to avoid having to pay federal penalties, starting in 2015, for not providing health insurance to employees who work more than 30 hours a week.

Several School Board members jumped on the issue when it came up unexpectedly Thursday night during an unrelated presentation on recent school performance scores.

Board member Mary Lynch said the 29-hour-a-week cap is causing havoc at schools on Thursdays and Fridays after substitute teachers have reached their limit.

“You use a sub for the first 3½ days of the week, and then you can’t find someone to cover those classrooms,” Lynch said.

The per-employee penalty for not providing insurance to workers who clock more than 30 hours a week is $2,000, he said.

I wonder who the teacher's union supported in 2008 and 2012?

Teacher's unions DGAF about subs or the district's difficulty in procuring them.

yup, as we know, if everyone just "wanted Obummacare to succeed" it would, it only fails because "we want" it to, not because it is a stinking massive mountain of fetid failure!!!

You're probably technically correct but the teachers themselves in EBR are primarily responsible for contacting and scheduling their own substitute teacher when they are sick. This will just add another obstacle on finding a substitute.

My Senator who calls me Racist and Sexist has repeated time and time again that She voted for Obamacare and she would vote for it again!

30 hour rule is the first rule that needs to be repealed in the next Congress! It will affect every business not only the EBRPSS.

More disturbing is not having Kindergarten teachers signing up to teach at EBRPSS. Do you blame them? Is this time for another trip to the Philippines?

Superintendent Bernard Taylor said the problem with substitute teachers is a symptom of a broader problem with the local teaching pool.

“It’s not just substitutes,” he said. “We can’t find full-time, everyday, come-to-work teachers. There are schools where we can’t find kindergarten teachers. That’s unheard of.”

that is interesting

There is a .gif of a snake eating its own tail. That would be appropriate here.

You know teacher unions across the country supported Obamacare, too.

This is ridiculous. Subs only need to be at school the exact hours of classes. They don't have to work 8 hours a day like real teachers. If you only count when subs HAVE to monitor kids, a sub could work four days a week and not work 30 hours.

Someone in EBRPS will figure this out I assume.

Elections have consequences.

Obama is doing what he set out to do.

No one will stop him, period.

They're paid on a per diem basis, so I'd guess they'd have to count that as 8 hours (just a guess). It's gonna be tough to get subs for $12/hr. There's not people beating down their door for $60/$80 per day. That's why they're running into trouble in the first place.

Subs aren't going to come in for less than a full day's pay. It's already a thankless enough of a job as it is.

And as Russian mentioned, this is affecting districts everywhere. Teachers are having to be pulled to cover extra classes.

The school system needs better consultants. There are special rules regarding "temporary" workers and O'care. They need to look into that.

Or, they can do like some school districts do, and outsource all the substitute teachers. Katy ISD did this (not sure if they still do) with Kelly Services. They had a division for sub teachers. Yes, they might have to pay a bit more, but then Kelly services can deal with the whole insurance regulations
