I'm not sure what market demands would even create something like that. The government can also freely spend capital without worrying about an actual monetary return, which gives them a large advantage over the private sector when it comes to massive projects or certain kinds of tech.

If the technology already exists,it would be counter productive to let the public know that it does exist,unless your goal is absolute anarchy. That's what you would end up with,because nobody would trust anything anymore,unless they hear and see it with their own ears and eyes.
Of course,you could always offer a de-scrambling technology available for a price, so that people could pay,to believe they re receiving the truth.
