This is the standard that Section 4 of the 25th Amendment requires. The only way this is even applicable is if the President is suffering from a debilitating mental or physical duties that prevents him from executing his duties as is required by the Constitution.

If the 25th Amendment is interpreted in the manner you suggest, what is there to keep a corrupt Vice President and a cabal of cabinet officers from ousting the President via soft coup?

It is like a 15 person jury that the President gets to hand pick. If you pick 15 people to lead our country and most of them agree that you are nuts, you probably are.

If most of the people you pick are corrupt, then you are a truly crappy president who should be out of office anyway.
