You do know that unmasking a document isn't illegal.

The NSA gives another agency a document which is masked.

If that analyst thinks they need to know the names on that document to understand the full meaning of the document they can request it be unmasked.

The NSA then reviews the request and if they deem necessary they can unmask some or all of that document.

So then, I take it you're one of those who think the deep state is out to get Trump.

I obviously have no idea what's in the document but if the NSA deems that the analyst needed the information, I assume they need the information

Trump is irrelevant. This power will be abused.

Hell. Trump is liable to abuse it. His successors will abuse it

It's quite simply to easy for it not to get abused

I mean really. What's the penalty for abusing it? Nobody in those positions is at risk of losing their freedom over it.

But what's the other option. Sometimes you need to unmask to know what to make of a document.
For example:

Let's say you get a document where it says
American Male A: "I have some plutonium to sell to you"

It matters who that person is. If that guy is some 15 yo living in their parents basement it doesn't mean anything, but if that person is the spouse of someone who works at a nuclear plant that is a whole different story

Bush didn't have this program available to him. Obama relaxed the rules in 2011, and the Metadata was not even in place until 2013.
