Meaning of "Germans?"

Ok, I confess. Newbie here. What the heck does "Germans" mean when I see it referred to in these threads?

It is a joke that is completely overused and I have never found particularly funny.
All it means is that someone posted something that has been posted before.

From what I heard, before, whenever someone posted old news, people would write something like "And Man has walked on the Moon" or "The Japanese have bombed P.H." Eventually, someone used the A.H. line, instead, and said "The Germans have bombed P.H." And then it just evolved into "Germans".
